Candidate Question: Did the state’s executive branch overstep its authority or act in the interest of public health?

Governor Cooper absolutely overstepped his authority. The emergency management authority was never intended to extend for months and he completely ignored constitutional requirements to confer and consult with the Council of State. Cooper took complete control of the response, and for that reason, he owns the consequences of the shutdown.
