Friday, December 13, John Locke Foundation Senior Vice President Becki Gray sent a letter to the Chairman of the NC Lottery Commission, Courtney Crowder, concerning a proposal for online scratch-offs. The letter contains John Locke Foundation research that shows counties with the highest lottery ticket sales per adult also tend to be the state’s poorest and most economically distressed counties.

JLF’s Becki Gray states in the letter:

“A funding system that encourages North Carolina’s poorest citizens to gamble away their limited financial resources under these circumstances is not just unconscionable; it is shameful.”
