First, we compare appropriations and availability in the House budget with Gov. Cooper’s proposed budget. When we treat debt service similarly, we see the governor would have spent $600 million more than the House has in its budget. Most of the difference is carried over to next fiscal year. These figures do not include the higher tax collections in April and recently forecast $700 million revenue surplus.
