North Carolina’s Alcoholic Beverage Control system is extremely bureaucratic and highly regulated. My new report discusses the ramifications of this state government control over a legal product and considers an alternative system, licensing, already in use by the majority of states.

My report asks and answers several questions on people’s minds as the General Assembly continues to debate a new way forward in alcohol policy:

How will we replace the ABC system’ revenues?

How do we replace local government revenues?

Won’t there be adverse impacts on ALE and local law enforcement?

How will local distillers benefit?

How will consumers benefit?

How will job seekers, local ventures, and communities benefit?

Read the report for answers to those questions and more.
