A unanimous three-judge panel of the N.C. Court of Appeals has upheld a lower-court ruling favoring a state worker challenging her firing by Gov. Roy Cooper.

The appellate judges agreed the Democrat Cooper did not have the authority to reclassify Veronica Wright’s job in the Office of State Human Resources and fire her. Wright had been appointed as a state diversity and inclusion director in 2016 under Cooper’s Republican predecessor, Pat McCrory.
