Unfortunately, the article does not say a word about increases in total compensation.  After all, employee benefits were a $2.8 billion expenditure in 2017 and have increased susbstantially since the Great Recession.  Moreover, there is no mention of the diversion of taxpayer funds to address Medicaid shortfalls between 2011 and 2014.  But I’ll take what I can get.
