ESAs will improve education for disabled students

The News & Observer posted a moving video about a special needs child who hopes to benefit from an education savings account (ESA), a $9,000 account that parents of special needs children can use to pay for one or more qualifying education expenditures.  North Carolina’s ESA program will start in fall 2018.
