According to an inane editorial published by the News & Observer,

But North Carolina has let charters grow too fast in number without contemplating their effect on regular public schools – and without GOP legislators bolstering funding for regular schools to offset the losses from more charters.

I have heard them make this argument before.  So, what is the proper rate of charter expansion?  If the current rate is “too fast,” then presumably there is a rate that is “just right” that is backed by empirical research.

I suspect that the editors’ preferred rate of charter expansion is zero.
