Costco is looking out for its customers in Seattle with signs that show how much the “recovery fee” on sweetened beverages adds to the price of drinks and where to find the drink at other Costco locations outside the city limits. Starbucks customers may not need to worry because lattes have milk as their first ingredient and milk drinks are not taxable.
A few years ago, Costco invested heavily in a successful ballot initiative to privatize liquor sales and allow grocery stores and warehouse clubs to sell liquor.
