The NC House and NC Senate disagree on many aspects of the next North Carolina budget–how much to spend, how much to borrow, and where the money will go.

One of those disagreements is over capital spending for the UNC system. As Jay Schalin points out here, the House budget is very generous, funding several UNC schools’ requests for new buildings.

But the Senate budget, he says, makes more fiscal sense:

It makes little sense to continue building at some schools while at others classrooms sit idle. Fortunately, the state Senate is has shown great responsibility by ignoring the university system’s requests. Such prudence may signal a new era, in which the use of existing buildings is maximized and gaudy new amenities are left on the drawing board.
