Business in Polk County is struggling, and it is probably because entrepreneurs lack corralling forces and a common vision. Why, some stupid inventor might try to build his shop on the wrong side of town! Then again, some idiotic policy analyst would probably prepare a plot of economic development vs. central planning and forget to multiply the slope by (-1).
