The White House Blog has a post titled “What You Need to Know About President Obama’s Plan to Provide High-Quality Early Education for All Children.”  Frankly, the blog post does not provide what we need to know about President Obama’s preschool plan.  Specifically, it is not clear who will be eligible to receive this new multibillion-dollar entitlement.

In his State of the Union address, President Obama “called on Congress to expand access to high-quality pre-school to every child in America.”   Yet, the blog post also states that “the President is proposing a new federal-state partnership to provide all low- and moderate-income four-year old children with high-quality preschool.”  Clearly, that is not the same as “every child in America.”

Admittedly, I may be reading the phrase “every child in America” too literally.  Regardless, it will be interesting to see how the Obama administration and Congress defines moderate income.
