Graham County wants to begin a recycling program, but it continues to have setbacks. Early on, the truck that was to be used for hauling was damaged in an accident. Now, the only thing holding up the program is the US Forest Service. Two of three collection sites are on USFS land.

In order to have heated shelters to house workers on the site, a series of studies will have to be reviewed by the forest service because of site prep work, [spearheader David] Dodson said. . . . Forest service officials told Dodson there is “no way” a study can be completed by February, he said.
