It was exciting. The Hendersonville Times-News announced Legacy Paddlesports will set up shop in Fletcher. Two pages of news explained the area’s amenities and business prospects. It wasn’t until the third page of the article that the inevitable surfaced:

Henderson County commissioners approved a total of $93,555 in economic incentives during a public hearing Aug. 15 for “Project Blue,” the code name given to the Legacy recruitment effort. Fletcher Town Council kicked in $46,777 in economic incentives. Economic incentives from the county and the town are designed to be spread out over a period of five years.
