Laffer likes the 9-9-9 plan

Famed supply-side economist Art Laffer — of Laffer Curve fame — tells Human Events that he supports Herman Cain’s tax proposal.

“Herman Cain’s 9-9-9 plan would be a vast improvement over the current tax system and a boon to the U.S. economy,” Laffer told HUMAN EVENTS in a statement. “The goal of supply-side tax reform is always a broadening of the tax base and lowering of marginal tax rates.”

Added Laffer: “Mr. Cain’s plan is simple, transparent, neutral with respect to capital and labor, and savings and consumption, and also greatly decreases the hidden costs of tax compliance. There is no doubt that economic growth would surge upon implementation of 9-9-9.”

Laffer also said that “such a system provides the least avenues to avoid paying taxes, yet also maintains the strongest incentives for work effort, production, and investment.”

    All tax plans are technically and polically difficult to design and implement, which is why we tend to tinker instead of reform. Herman Cain has shown great foresight and courage with his 9-9-9 plan.

    As with any tax proposal that anyone has ever designed, however, this plan will not be passed in its original form.

    What matters is not so much whether we end up literally with a 9-9-9 system, but whether we end up with a system that is close to 9-9-9 and based on its principles of clarity, reduced complexity, and efficiency.

    Even if we have to break the income tax component into two brackets or scale back the 9% sales component, the resulting system will still be light years better than what we have today.
