After finding no criminal wrongdoing in the Alamance County Health Department/illegal immigrant investigation, District Attorney Rob Johnson weighs in, saying it’s “unfortunate” that “what was and remains essentially an administrative matter, a personnel issue, and conflicting differences of opinion … resulted in a criminal investigation.”

In recent unsealed court documents, however, SBI agent Gerald Thomas said he believed Dr. Kathleen Shapley-Quinn and nurse Karen Saxer “possibly” violated the law “by the alleged willful issuance of health-related documents under false and alias names to patients who have received at least initial Medicaid financial supplement.”
