Franklin is getting with the program and following Asheville’s progressive lead with a new unified development ordinance for controlled growth. Franklin agrees with Asheville that government knows best how each and every proprietor ought to work his land. But failing to generate feelings of inclusiveness can damage political careers. Therefore, Franklin’s new ordinance has provisions to allow the proverbial “anybody who wants to attend a charette” a say in others’ property rights.
