The North Carolina Coalition for Lobbying Reform is on a much-needed mission to inject reasonable, long overdue rules into lobbying practices. To make any changes stick, tough enforcement will be key. There must be tangible consequences that exact a painful price for breaking the rules. We can learn a thing or two from NASCAR, which recently hit cheating crew chiefs — and consequently their drivers and owners as well — where it hurts. Any new lobbying rules should be just as tough on cheaters.
