The Brookings Institution released Education Choice and Competition Index, which they describe as “an interactive web application that scores large school districts based on thirteen categories of policy and practice.” The top spot belonged to the Recovery District in New Orleans. It was the only district to receive an A grade.
The top district in North Carolina was the Winston-Salem-Forsyth County Schools, which was tied for 12th place out of 107 districts and earned a C+ grade.
Wake County Schools earned a C+ and ranked 16th.
Charlotte-Mecklenburg Schools earned a C- and ranked 47th.
Cumberland County Schools earned an F and ranked 93rd.
Guilford County Schools earned an F and ranked 102nd.
The thirteen areas evaluated were as follows: Availability of Alternative Schools, Policies on Virtual Education, Funding Follows Students, Restructuring or Closing Unpopular Schools, Assignment Mechanism, Application, Comparable Standards and Assessments, Gain Scores, Accessible Online Information, Additional Performance Data, Understandable Performance Data, Transportation, and School Quality.
