Prohibit condemnation of private property except for a public use?

NC is the only state in the country without an explicit takings-clause in its state constitution.

Provide for taxpayer protections that establish a state emergency savings reserve fund?

15 states have constitutionalized their rainy-day funds and required excess state revenue to be deposited in it.

Reduce the maximum income tax rate to five and one-half percent from ten percent?

Georgia became the first state to constitutionally cap personal income tax in 2014. Theirs is capped at 6%.

Protect the right of the people to hunt, fish and harvest wildlife?

19 states have passed hunting-and-fishing amendments, with Kansas and Indiana voting this November to likely make it 21 states with such amendments.
