North Carolina’s 2013 tax reform package helped boost the state’s economic competitiveness ranking from the middle of the pack to No. 4 in the country among the 50 states.

That’s according to the “Rich States, Poor States” report from the American Legislative Exchange Council. Jonathan Williams of ALEC’s Center for State Fiscal Reform shared details from that report and highlighted tax and spending challenges facing all 50 state governments during a presentation for the John Locke Foundation’s Shaftesbury Society.
