The U.S. House passed a two-month reauthorization (H.R. 2353) of highway and transit programs last Wednesday.  The Senate passed the measure on Saturday and it now heads to the President. In the Senate the legislation passed via a voice vote to keep the Highway Trust Fund programs running until July 31. The two-month extension requires no additional revenue but will instead rely on funds already in the Highway Trust Fund.  If Congress were to extend the programs through the end of the calendar year it would require $11 billion more than what is available in the trust fund. The White House released a Statement of Administration Policy indicating while they do not oppose passage of H.R. 2353, while a long-term solution is preferred. Having approved a short-term fix, lawmakers will need to continue work on a longer-term plan over the summer.
