For me, the most interesting part of the North Carolina School Superintendents’ Association strategic plan is this:

Provide additional flexibility to school districts to allocate state resources to meet statewide accountability measures and student performance goals. All flexibility granted to charter schools should also apply to school districts. (p. 10)

Districts do not need to have the power to authorize their own charter schools.  Give them the flexibility they desire and call it a day.
