That might explain her “moderate” image. She’s happy to ladle out money to all kinds of interests. Hagan wants to keep the Export-Import Bank, for example, an egregious instance of federal intervention that helps a few large firms (especially Boeing) but only by imposing costs on all the rest of us, and often at the expense of small firms that have trouble competing with big companies that get federal “help.”
