The U.S. Chamber of Commerce Foundation just published Leaders & Laggards: A State-by-State Report Card on Educational Effectiveness, which ranks states on nine indicators of K-12 performance, accountability, and transparency.

North Carolina received a C overall.  In the Southeast, Kentucky, Florida, and Virginia were the only other states that did not receive a D or F.

North Carolina’s most impressive grade is the A for Return on Investment (ROI).  Only ten states received an A for this indicator.  Similarly, North Carolina was one of ten states to receive an A for fiscal accountability.
