Winston-Salem City Council member Dan Besse said he “was troubled by the appearance that the council was expected to ‘rubber-stamp'” a $350,000 forgivable loan for a 30-unit apartment complex to be owned and operated by the city’s housing authority.
Glad to see Besse was at least troubled by such appearances before the council —do I even need to say it—- rubber-stamped the loan.
