North Carolina has the nation’s most stringent version of the Map Act, which allows the N.C. Department of Transportation and other government agencies to freeze development on property designated as part of an official road corridor. Because North Carolina’s Map Act has no effective time limit, hundreds of property owners in the path of Winston-Salem’s Northern Beltway have faced Map Act restrictions for 17 years.
