You’re not likely to hear that chant, but that’s the ranking George Mason University’s Mercatus Center assigns to North Carolina in its State Fiscal Condition Index for Fiscal Year 2012.

The No. 33 ranking places North Carolina lower than any neighboring state. Only Louisiana (No. 34) ranks lower among Southeastern states. Beyond the overall ranking, North Carolina places as follows:

Budget solvency—24

Long-run solvency—24

Service-level solvency—18
