High Point legal counsel Fred Baggett says the city has ‘a significant, unknown amount of liability’ after the state Supreme Court let stand lower court rulings that the Randleman Regional Reservoir hurt five small power plants, one of which is owned by the husband of Sen. Kay Hagan.
HP’s share in the alleged $5 million in damages to be spread among the Piedmont Triad Water Authority would be $1 million. Meanwhile the city wants to spend $450k on architect Andres Duany’s master plan for downtown Uptowne HP.
The Rhino reports efforts to raise the funds privately are succeeding so far. Duany’s suggestions have included “slowing down traffic on Main Street to encourage shopping, possibly adding roundabouts; encouraging apartments on second floors over businesses; and adding large mixed-use developments and entertainment venues to make High Point more of a destination city.”
Duany also has suggested the city throw out building codes, but I don’t think that will happen.
The city is also looking at plans for –you guessed it — an amphitheater—- in the ‘SoSi District’—- the new name for South Main Street near GTCC.
