Obamacare’s weak spot

Even if the Supreme Court fails to declare Obamacare unconstitutional, Michael Cannon argues here that it has a weak spot, namely the insurance exchanges that the states are expected to create. If they don’t, the plan collapses. And we have not yet reached the point in the dissolution of federalism where the feds can force state legislatures to follow orders from DC.
