Food Stamps is another of the many “compassionate” federal programs that should never have been started; even if there were a constitutional warrant for it, which there is not, it was inevitable that it would become another unconstrained welfare program subject to all that “waste, fraud, and abuse” politicians always say they’re against,, but never seem to stop.
