It is probably intended as a teaser. The Citizen-Times announced the NC Department of Labor has made several recommendations to the Asheville Fire Department following the death of Captain Jeffrey Bowen in the line of duty several months ago:

The letter recommends the department “evaluate its training, policies and procedures to better address the accountability and locations of all personnel at the scene of an incident.”
The letter also commends the department “on improvements already made as a result of this tragedy.”

The newspaper then recommends staying tuned for more details. Why bother? The AFD is ISO-accredited. ISO certification is a means of letting the private sector emulate government in creating inefficiencies in hyper-regulatory overhead. Critically-thinking and discerning engineers working under ISO programs have jested the certification means they can do whatever they want as long as they document it.

What is the economic impact of prioritizing irrelevant number-pushing over results, and why can I not find want ads seeking people who can think rather than people with resumes of alphabet soup? I have no problem with people trying to develop better strategies. My temper gets short when I sense assumption like (1) hindsight is 20-20, (2) all variables can be perfectly recreated, and (3) super-saturation with rules and regulations improves performance better than wisdom and discretion.
